Booking Specialists for Stable Internet in Ukraine

Operators and providers will be allowed to reserve all workers from construction brigades laying resilient internet networks using xPON technology. This will keep Ukrainians connected and allow critical enterprises to operate smoothly. Providing stable internet is vital in frontline and border areas that are frequently shelled and experience prolonged power outages.

After discussions with operators and providers, the Ministry of Digital Transformation proposed amendments to Resolution No. 76, which were approved by the Government today.

To book construction brigade workers, a company must:

– be included by the Ministry in the list of critical enterprises constructing networks using xPON technology;

– build xPON networks and have construction plans for at least one calendar year.

Mobile operators will also be able to book teams that construct energy-resilient networks on highways and national roads.

The booking of construction brigades will take place through the Diia app, similar to emergency recovery bookings. The Ministry will compile a list of these enterprises, and we are currently working on the conditions for inclusion. If a provider or operator fails to meet construction plans, they will be removed from the list, and the booking of their workers will be canceled.

The purpose of booking brigade specialists:

– government agencies and enterprises critical to the economy and defense will operate without delays;

– an additional 1 million families will gain access to stable internet, enabling them to use government services, call emergency services, and stay connected with loved ones;

– conditions for distance learning for schoolchildren will improve.

Building resilient telecom networks is not just about convenient internet but also about national security. The enemy tries to isolate us from communication, so the state is doing everything to ensure connectivity remains stable despite the circumstances. Developing energy-independent networks is one of the key points in implementing the electronic communications development strategy until 2030.
