Innovative Remote Military Medical Commission for Defenders Abroad
Ukraine has initiated an experimental project enabling defenders to complete the military medical commission (VLK) remotely. This decision was made by the government to assist those abroad who cannot return due to health issues.
As reported by the Ministry of Defense and the Ministry of Health, the changes will apply to military personnel receiving treatment abroad for over 12 months. All servicemen, including civil protection and police officers affected by the war, will be able to undergo the VLK remotely.
The government has outlined a list of illnesses that allow for remote medical examinations. Specifically, defenders with:
- malignant tumors;
- eye conditions;
- head injuries;
- spinal cord injuries;
- internal organ injuries;
- limb injuries;
- thermal and chemical burns.
How will the remote VLK function?
Initially, the defender or their legal representative must submit documents from a foreign medical institution, translated into Ukrainian and certified. The documents should include a diagnosis according to the International Classification of Diseases. The military unit will forward these documents to the VLK, which must review them within 10 days. Following this, medical professionals will make a determination regarding fitness for service. The VLK will also prepare a relevant certificate for the unit commander. Upon returning to Ukraine, a defender who has undergone a remote examination will not be required to complete the VLK again. This experimental project will continue for one year from the date the government resolution takes effect. Previously, the Cabinet of Ministers simplified the process of obtaining electronic referrals to the VLK, which are now generated without the mandatory signature of the TCC head.
