Revitalization of Underground Infrastructure in Odesa
The municipal enterprise «Odesa Electrical Engineering Enterprise» manages 12 underground pedestrian crossings, 8 lifts for individuals with disabilities, 10 pumping stations, and 14 rainwater pumping stations located within the crossings.
Current maintenance covers 2120 lighting points, 32700 meters of cable lines and overhead power networks, 58 pumping units, 150 electric motors ranging from 1.5 to 125 kW, and 310 power distribution boards.
Employees regularly conduct cleaning operations in the areas of underground crossings and pumping stations, repaint walls after acts of vandalism, remove advertisements, perform minor stair repairs, replace electrical equipment, conduct preventive maintenance on electrical and lighting equipment, pump maintenance, and clean receiving gutters.
Since the beginning of 2024, specialists from the «OEE» have completed current repair works on stairs at the underground crossing near the Odesa railway station, restoring over 40 square meters of granite tiles.
Additionally, facade cladding restoration work has been carried out at underground pedestrian crossings located at the following addresses: Vodoprovodna St. (12 sq. m) and Panteleimonivska St. (6 sq. m).
Current repairs of electrical equipment involving replacement of light fixtures, lamps, breakers, and magnetic starters have been executed in 10 underground crossings.
Furthermore, specialists from the «OEE» painted electric lifts for people with disabilities installed in the underground crossing complex near the railway station.
These lifting mechanisms, like the pedestrian crossings themselves, are frequently damaged by vandals. Municipal workers regularly document acts of vandalism during inspections of the facilities. For instance, on September 6, a platform of a lift was damaged, and on September 18, walls of a newly painted crossing were defaced.
The Odesa City Council once again appeals to residents and visitors to treat municipal property with care. Intentional damage and destruction of city property carry criminal liability.

Criminal Code of Ukraine Article 194. Intentional Destruction or Damage to Property
1. Intentional destruction or damage of someone else's property that causes significant harm is punishable by a fine of up to fifty (850 UAH) non-taxable minimum incomes of citizens, or community service for a term of 120 to 240 hours, or corrective labor for up to two years, or restriction of freedom for up to three years, or imprisonment for the same term.
Article 296. Hooliganism
1. Hooliganism, that is, gross violation of public order motivated by clear disrespect for society, accompanied by particular audacity or exceptional cynicism, is punishable by a fine from five hundred (8500 UAH) to a thousand (17000 UAH) non-taxable minimum incomes of citizens, or arrest for up to six months, or restriction of freedom for up to five years.
2. The same actions committed by a group of individuals are punishable by restriction of freedom for up to five years or imprisonment for up to four years.
