New System for Assessing Daily Functioning in Ukraine

Starting January 1, 2025, Ukraine has implemented a revamped system for assessing individuals' daily functioning. Following a decision from the Cabinet of Ministers, the work of medical-social expert commissions has been halted, and expert teams have been formed to evaluate daily functioning. This was announced by the director of the KNP 'Kyiv City Center of Nephrology and Dialysis', Eduard Krasyuk, during a press briefing.

'These reforms, initiated at the national level, aim to reduce bureaucracy by decreasing the paperwork patients need to submit. Additionally, the efficiency of daily functioning assessments will improve as the teams consist of doctors specializing in specific conditions,' noted Eduard Krasyuk.

He also added that since the new system's implementation, the center has already assessed the functioning of 25 individuals, with plans to conduct 240 assessments by the end of January.

Tatyana Baranovska, acting director of the KNP 'Kyiv City Clinical Hospital No. 12', mentioned that 15 medical facilities in Kyiv have been designated to form teams in various specialties: general therapy, oncology, traumatology, cardiology, and psychiatry. 'Each of these facilities was required to form at least two teams. For example, 'Kyiv City Clinical Hospital No. 12' operates in the field of traumatology, having organized 9 such teams, involving 28 doctors in various specialties,' added Tatyana Baranovska.

She also noted that the new system is currently undergoing testing and is functioning with some disruptions; thus, facilities are working under an emergency protocol. Two expert teams operate daily at the medical institutions, providing medical assistance as well as evaluating patients' functional states.

Veteran of the Ukrainian-Russian war, Petro Synitsky, shared his experience of undergoing the daily functioning assessment at 'Kyiv City Clinical Hospital No. 12', expressing his satisfaction with the conditions provided for patients with mobility impairments.
