Appeal from Deputies for Compensation of Damaged Property
Members of the Odessa City Council have reached out to the Verkhovna Rada and the Cabinet of Ministers of Ukraine requesting urgent legislative measures to address the issue of compensation for damaged property for residents of residential buildings designated as cultural heritage sites.
Apartment owners in these heritage buildings, like all Ukrainian citizens, are entitled to compensation for damaged property under Ukrainian law. However, certain legislative challenges hinder this process.
Firstly, the Cabinet of Ministers' resolution dated 19.04.2022 does not extend to cultural heritage sites, complicating the documentation of damage and the receipt of compensation.
Secondly, the resolution from 15.11.2022, which governs work on cultural heritage sites during wartime, lacks procedures for obtaining compensation and only facilitates permit acquisition.
Throughout 2024, the executive committee of the Odessa City Council has approached the Ministry of Culture and the Ministry of Development twice, urging amendments to the aforementioned resolutions.
However, this issue remains unresolved.
