Southern Ukrainian Forum for IDP Councils: Empowering Displaced Persons
The Southern Ukrainian Forum for IDP Councils took place in Odesa on October 22-23, 2025, bringing together leaders and representatives to discuss new advocacy strategies for the rights of internally displaced persons (IDPs).
The presence of international partners highlighted the significance of IDP Councils' work at the national level.
«IDP Councils have become essential players in Ukraine's democratic and humanitarian landscape. They serve as a bridge connecting displaced individuals and host communities. The forum in Odesa provided a platform to explore fresh ideas for recovery amid unique challenges», – emphasized Sandra Zifert Stroyem, a consultant from UNHCR.
Key figures such as Iryna Vereshchuk, Pavlo Frolov, and Svitlana Nazarenko opened the forum with their welcoming remarks.
«IDP Councils are designed to protect the rights of millions of displaced individuals and assist their integration into communities. Their efforts yield tangible results: regulatory changes, funding, and support for IDPs», – stated Iryna Vereshchuk.
Currently, over 221,000 internally displaced persons reside in Odesa, with local authorities actively organizing their evacuation and integration.
A major event of the first day was the discussion panel titled “From Advocacy to Impact: How IDP Councils Influence Government Decisions?”. Leaders from Odesa, Mykolaiv, and Kherson regions shared their successful advocacy campaigns.
«Effective collaboration with government bodies relies on direct communication and constructive dialogue. In-person meetings foster trust and accelerate action», – noted Oksana Himishli, head of the IDP Council in Odesa region.
Participants also explored an online platform designed for IDP Councils, which will serve as a centralized resource for all organizations.
Other key topics included engaging local populations in active participation within IDP Councils.
«The success of IDP Councils is impossible without partnership with government entities. Effective coordination with state structures enhances the outcomes of their work», – added Valeria Vershinina, executive director of a charitable organization.
The second day focused on practical skills, with participants engaging in a quest titled “How Can the IDP Council Support Displaced Persons?” to reinforce their knowledge and share practical tools.
The forum reaffirmed the crucial role of IDP Councils in the integration of displaced persons and community development.
«IDP Councils are communities of volunteers who continuously support displaced individuals, and their work is already yielding positive results», – highlighted Oksana Savitska.
All findings will be discussed at the III National Forum of IDP Councils in Kyiv on November 14-15.
The event was organized by a charitable organization with the support of UNHCR.
