New Citizen Safety Center Opens in Odesa Region

A new Citizen Safety Center has opened in the Odesa region with the support of the European Investment Bank.

In the town of Avangard, a new building has been established to ensure quick responses to emergencies for more than 36,000 local residents.

This modern structure, designed with wartime conditions in mind, is equipped with training complexes and shelters for personnel and civilians during air alerts, and will also serve as a point for providing basic humanitarian aid to internally displaced persons.

This facility has been constructed under the "Emergency Credit Program for the Recovery of Ukraine" — a joint initiative of the EU and the EIB.

The program is being implemented in partnership with the Ministry of Restoration, the Ministry of Finance, the Odesa Regional State Administration, and the Avangard Village Council with technical support from UNDP in Ukraine.

In the Odesa region, the EIB has already completed or is working on 28 projects totaling €48.7 million aimed at improving the quality of life for residents and internally displaced persons.

These projects include the reconstruction of:

  • 15 educational institutions
  • 7 medical facilities
  • 3 community buildings
  • 2 wastewater treatment facilities
  • 1 heating supply facility

The new Citizen Safety Center in Avangard represents another significant step towards enhancing the resilience of communities in the Odesa region. With the support of international partners, the region is acquiring modern infrastructure necessary to respond to contemporary challenges.
