New Gambling Legislation in Ukraine
As of April 1, 2024, new regulations governing gambling activities have been implemented in Ukraine. The law banning advertising and sponsorship in this sector represents a significant step toward better control.
According to dev.ua, the new regulatory body for the gambling industry is called "PlayCity," which replaces the KRAIL, now undergoing liquidation. The oversight of gambling activities will now be conducted through controlled gaming, along with restrictions on access to illegal websites.
Gambling advertising is strictly prohibited, with some exceptions:
- on television and radio during the night hours (from 11 PM to 6 AM);
- in media targeting individuals over 21;
- on platforms and search engines aimed at audiences over 21.
Sponsorship is banned, except for sports sponsorships.
Offers of free bonuses, participation of military personnel, volunteers, and celebrities in advertising, as well as the use of military themes, are also prohibited.
The law includes provisions for blocking illegal websites, tightening requirements for game organizers, and prohibiting the issuance of licenses to individuals with tax debts. All gambling transactions must be conducted only through bank accounts.
Lotteries will also be subject to these restrictions, including requirements regarding the reputation of officials and limitations on ties with aggressor countries.
Limits on spending and gaming time, mandatory breaks, and checks during inspections are also established. Accepting bets on credit is forbidden.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, effective April 20, 2024.

The liquidation process for the Gambling and Lottery Regulation Commission will commence on April 1.
