Funding for Social Programs in 2025
Approximately 80% of the budget will be allocated to support healthcare, education, and other social sectors.
In second place is the funding for defense forces and the restoration of infrastructure damaged by Russian aggression, totaling over half a billion hryvnias.
Key areas also include support for veterans and internally displaced persons, economic development, job creation, investment attraction, shelter construction, enhancement of social services, business assistance, and modernization of public utilities.
In 2025, the priority remains the implementation of state programs “eOselya” and “Affordable Loans 5-7-9” to provide housing for our citizens. Additionally, the Odesa Regional Military Administration will continue the program to subsidize 3% interest on mortgage loans for defense forces.
For the implementation of regional programs, the draft regional budget for 2025 allocates over 630 million hryvnias, including 313.4 million hryvnias for the “Health of Odesa Region” program, 20 million hryvnias for the support program for Ukraine's defenders, and over 41 million hryvnias for the “Social Protection of the Population in Odesa Region” program.
