Winter Aid 2025: New Opportunities for Ukrainians

Ukrposhta will begin implementing the «Winter Aid 2025» program across Ukraine, including frontline areas.

This program, approved by the government for 2025–2026, includes a one-time payment of 1000 hryvnias for all citizens of Ukraine. Assistance will be available to everyone except those living abroad or in temporarily occupied territories.

Ukrposhta will be a key partner in this initiative, ensuring timely payment delivery for millions of Ukrainians, especially in small towns and villages.

«Our goal is to support people during this challenging time, particularly in frontline communities where the situation is tough. Ukrposhta, with its extensive network, will ensure that assistance is accessible to everyone.» — stated Oleksiy Kuleba, Deputy Prime Minister for the Recovery of Ukraine.

Last year’s experience showed that many Ukrainians, especially in remote communities, have limited access to banks and payment systems, complicating the receipt of aid.

This is particularly true in rural areas where banking services are often unavailable.

Ukrposhta has already facilitated payments for 2 million citizens in 2024. About 1.7 million Ukrainians utilized the program, with nearly 1.2 million receiving assistance in villages.

This year’s program will be similar to last year’s, but with some changes:

  • Pensioners and recipients of social payments who use Ukrposhta will receive 1000 hryvnias along with their pension. They do not need to do anything — just wait for their payment day.
  • Citizens who cannot apply through the «Dii» app can submit their application at Ukrposhta from November 18 to December 24. This can be done at any post office or via the postman.

People with limited mobility can call Ukrposhta's hotline for assistance.

To apply, individuals need to have:

  • a passport or another form of identification;
  • an identification number;
  • for children — a birth certificate.

The Winter Aid 2025 can be used for paying utility bills, subscribing to newspapers, purchasing Ukrainian goods, and more.

Ukrposhta will also maintain a high level of service during the holiday season to ensure clients can receive their parcels without delays.
