Digital Literacy in Ukraine: New Insights
56% of Ukrainians possess basic digital skills, aligning with the EU average. In the last six years since 2019, the proportion of adults lacking basic digital skills decreased from 15% to 3%.
These findings are part of the fourth study on digital skills initiated by the Ministry of Digital Transformation and the "Dія.Освіта" platform.
Despite the ongoing war, Ukrainians remain highly active online: 95% have internet access, and 90% use it daily.
The study also indicates that digital skills have a direct impact on financial well-being. Ukrainians with advanced digital skills earn on average four times more than those without. For 60% of respondents, digital literacy has opened new career pathways.
This year's focus is on artificial intelligence. 40% of adults and 75% of teenagers use AI for text creation, information retrieval, and task execution. Additionally, 45% of adults and 78% of teenagers have consulted AI for decision-making at least once.
This year’s research also included individuals with visual impairments for the first time. They show a high level of digital engagement, yet only 2% possess skills classified as "above basic." The main hurdle remains the lack of adaptation of online services to accessibility needs.
