Ukrzaliznytsia to Adjust Ticket Prices Amid Financial Losses

Due to significant losses, Ukrzaliznytsia is set to introduce dynamic pricing for first-class "Intercity" tickets and SV cars. This was announced by board member Serhii Leshchenko during a speech in the Verkhovna Rada.
"We plan to raise dynamic pricing for SV cars and first-class 'Intercity' tickets. This is a partial improvement, but not a complete solution," he stated.
The net loss for Ukrzaliznytsia over the first nine months of 2025 amounted to UAH 7.1 billion. Losses from passenger transport in 2024 reached UAH 18 billion.
To stabilize the situation, Leshchenko proposed not only higher ticket prices but also internal optimization, including the sale of scrap metal, which is expected to yield up to UAH 10 billion. Compensation from the state budget for passenger transport losses is projected to be UAH 16 billion.
Furthermore, he mentioned plans for a gradual indexation of freight tariffs in two phases - initially +27%, followed by +11%. Considering the rise in producer prices, this could generate around UAH 22 billion.
