Unpaid Traffic Fines in Ukraine

In Ukraine, over 2 million traffic fines are recorded in the Unified Register of Debtors, with 1.5 million (75%) closed without payment due to the inability to collect the debt. According to Opendatabot, the number of unpaid fines has increased by 43% since the beginning of the war.
Remarkably, 92% of unpaid fines are attributed to men (1.8 million cases), while women account for only 8% of the cases.
The majority of violations come from drivers aged 25 to 45, who represent 64% (over 1.28 million debts). Drivers under 25 years old account for 13% of fines (about 252,000), while 23% (approximately 469,000) belong to offenders over 45 years old.
Dnipropetrovsk region remains the leader among regions with 211.5 thousand fines (11%). It is followed by Kyiv with 193.7 thousand (10%), Odesa region with 146.9 thousand (7%), Kharkiv region with 125.9 thousand (6%), and Kyiv region with 106.3 thousand (5%).
The register highlights true record holders of violations. The absolute leader is a 27-year-old man from Vinnytsia, who has 1056 fines.
It is worth noting that in the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for unpaid fines for traffic violations.
