Revision of the Odesa Community Charter
The revised charter of the Odesa community serves as a fundamental document that outlines the principles of local governance in the city, holding priority legal force over other acts.
The new version takes into account national cultural aspects, socio-economic development, and local needs not covered by existing legislation.
Recently, Odesa has witnessed significant changes in various sectors that necessitate the updating of the current charter.
Initiated by Odesa's mayor, Hennadiy Trukhanov, the preparation of this vital document spanned three years.
The development of the new charter was carried out in several phases:
Preparation Stage
Analysis of the existing charter, identification of gaps, and preparation of a new draft.
Public disclosure of the draft, collection of proposals, and further refinements.
Public Discussion
Conducting online consultations and gathering community feedback.
Processing and revising the received proposals.
The new charter aims to:
- ensure compliance with the Constitution of Ukraine;
- regulate citizen participation in decision-making;
- enhance accountability mechanisms for officials;
- ensure transparency in the activities of governing bodies;
- consider the cultural and socio-economic characteristics of Odesa.
Adoption of the updated charter will promote the development of democratic processes in Odesa.
