Revitalizing Ukraine's Port Infrastructure

Ukraine is embarking on a new phase of port infrastructure development. In Chornomorsk, Prime Minister Yuliya Svyrydenko and Vice Prime Minister Oleksii Kuleba announced the launch of the first public-private partnership in the ports during wartime.
This initiative includes the First and Container Terminals, which will remain state-owned while the investor will handle modernization and management.
An international competition involving the IFC, EBRD, and other consultants is ahead. Over 40 global companies have already expressed their willingness to participate in this project.
The scale of investment is hundreds of millions of dollars for modernization, with the budget set to receive more than $1.1 billion over 40 years, along with the creation of over a thousand jobs.
For Chornomorsk, this means stability and new opportunities, while for Ukraine, it signifies the revival of container transportation. In three years, the aim is to reach volumes of up to 250,000 TEU, with the prospect of exceeding half a million, similar to pre-war levels. This is a pathway to achieving the status of leading European hubs.
We thank the Government of Ukraine for supporting this strategic project. The launch of the partnership in Chornomorsk will serve as a model for future initiatives and a signal to the world: Ukraine is open for investment and guarantees transparent rules even in times of war.
