Continued Military Support in Odesa
During the full-scale invasion, Odesa has been actively supporting the Ukrainian military. Since the start of the invasion, the city budget has allocated significant funds for defense.
As of July 1, 2025, the Odesa City Council has allocated 5.5 billion UAH to combat Russian aggression.
The majority of expenditures are directed towards supporting the Armed Forces and security measures.
Starting from October 2023, due to new legislative changes, part of the tax revenues from military personnel has been removed from the city budget.
This resulted in a loss of over 1 billion UAH per year, which is now used for centralized procurement of drones and electronic countermeasures.
Despite these challenges, the Odesa City Council continues to support the army, focusing on units at the front lines.
A record 2.16 billion UAH was allocated in 2024 for countering aggression, and by early 2025, 632.9 million UAH has already been allocated.
Odesa has received gratitude from military personnel for its ongoing support, including from territorial defense brigades.
In accordance with the Ukrainian law on national resistance, Odesa provides logistical support worth over 379 million UAH.
In 2025, 91.4 million UAH is planned for supporting any territorial defense units. In 2024, 11.4 million UAH was allocated from the budget to support NGOs.
The city is also enhancing veteran policies by providing rehabilitation services and supporting the families of the deceased.
Additionally, one-time assistance is provided to mobilized contract soldiers, and residents receive material support for restoring properties damaged by shelling.
