Approval of Law for Special Tribunal in Ukraine

The Verkhovna Rada has approved a legislative initiative regarding the ratification of the agreement with the Council of Europe to create a Special Tribunal for investigating aggression against Ukraine.

This was announced by MP Yaroslav Zheleznyak on Telegram.

The legislative initiative No. 0328 was supported by 323 members of parliament.

The law ratifies the agreement signed on June 25, 2025, in Strasbourg, France, regarding the establishment of a Special Tribunal for the crime of aggression against Ukraine.

According to the explanatory note, the ratification of the agreement will allow for the establishment of a legal framework for forming the institutional basis of the Special Tribunal, including determining its location, developing internal regulations, and involving other states in the Extended Partial Agreement, which is fundamental for the Tribunal's operations.

The adoption of this document will also conclude all domestic procedures necessary for the agreement to take effect, facilitating the creation of the Special Tribunal aimed at independent and impartial investigation, prosecution, and judicial consideration of cases against high-ranking officials involved in the crime of aggression against Ukraine.

On June 25, President Volodymyr Zelensky signed the agreement with the Council of Europe in the Palace of Europe in Strasbourg to establish the Special Tribunal regarding Russian aggression against Ukraine.

According to Prime Minister Denys Shmyhal, the tribunal will become an independent international institution within the Council of Europe. Its statute does not mention personal immunities, meaning that top officials of the Russian Federation, including President Putin, can be held accountable.

On July 1, a draft law to ratify the agreement on the establishment of the Special Tribunal for the crime of aggression against Ukraine was submitted to the Verkhovna Rada.
