Testing of the New Port Operations Management System in Ukraine

The state enterprise «Administration of Sea Ports of Ukraine» has initiated testing of the new digital system DocPort, an equivalent of the Maritime Single Window, at the Pivdennyi port.

This system aims to streamline all administrative procedures related to vessel processing in the port. With DocPort, users can submit data in a unified format, significantly reducing the time for completing procedures and eliminating duplicate information. This enhances the transparency of processes, as all information is recorded in the system, allowing participants to track status at every stage.

«The launch of DocPort is one of our team's key performance indicators. Currently, we are testing the first stage of the platform at the Pivdennyi port, with the goal being to create the Maritime Single Window, which will be implemented in phases. By the end of summer, additional modules are planned to be launched, covering all administrative procedures in Ukrainian ports. We are working on adjusting the system according to the real market needs and implementing European standards,» said AMPU head Oleksandr Semyrha.

The creation of a national Maritime Single Window system is a requirement of the International Maritime Organization (IMO), which mandates countries to provide a digital platform for the exchange of information about vessel arrivals from 2024.

Following the successful testing at Pivdennyi port, the system will be gradually rolled out to all marine ports in Ukraine. Alongside the testing of the first module, integration with the systems of the State Customs Service and the State Border Service of Ukraine will begin to ensure effective interaction among all port community participants.

Key advantages of implementing the new system include:

  • Increased efficiency of port operations — according to IMO, the system can reduce vessel delays by 3-6 hours.
  • Digitization of documentation — transitioning to an electronic format with automatic time and responsible person recording.
  • Minimization of risks — significantly reducing opportunities for errors and corrupt practices.
  • Cost optimization — lowering logistics costs through simplified procedures.
  • Meeting conditions for integration into European and global maritime logistics.
  • Synchronization of government agencies.
  • Fulfillment of IMO's requirements for implementing the Maritime Single Window effective from 2024.
