Preserving Urban Amenities: Combatting Vandalism in Odesa
The Municipal Enterprise «Service Center» is responsible for numerous urban amenities scattered throughout Odesa.
Among its objects are 45 monumental artworks that are not classified as cultural heritage, as well as 4 amenities located at the city entrances.
Additionally, the enterprise manages 27 fountains and 16 drinking complexes across the city.
Daily, municipal workers inspect the areas to identify acts of vandalism and promptly address their consequences.
In the first nine months of this year, around thirty vandalism incidents have affected objects maintained by the specialists of the «Service Center». The most common acts include graffiti, damage to pavement, and destruction of fountain elements during swimming.
Specialists from the «Service Center» quickly address the aftermath of vandalism, restoring and repairing damaged elements, as well as covering up graffiti.

Article 194. Intentional destruction or damage to property
1. Intentional destruction or damage to someone else's property resulting in significant loss is punishable by a fine of up to fifty (850 UAH) non-taxable minimum incomes of citizens, community service for a period of one hundred twenty to two hundred forty hours, or correctional labor for up to two years, or restriction of freedom for up to three years, or imprisonment for the same duration.
Article 296. Hooliganism
1. Hooliganism, which is a gross violation of public order motivated by evident disrespect for society, accompanied by particular audacity or exceptional cynicism, is punishable by a fine from five hundred (8500 UAH) to one thousand (17000 UAH) non-taxable minimum incomes of citizens, or arrest for up to six months, or restriction of freedom for up to five years.
2. The same actions committed by a group of individuals are punishable by restriction of freedom for up to five years or imprisonment for up to four years.
