Ukraine Secures New Health Investments at URC2025
During the fourth Ukraine Recovery Conference (URC2025), Ukraine finalized agreements totaling over €75 million in the healthcare sector.
This was announced by Health Minister Viktor Lyashko.
€75 Million Raised for Healthcare at URC2025
“The first day of URC2025 yielded 7 agreements amounting to over €75 million for Ukraine's healthcare system,” Lyashko stated.
He added that the Ministry of Health's team achieved strategic agreements with international partners, including grants, concessional loans, investments, and technical assistance.
These funds will be allocated to implement projects aligned with the priorities of the 2030 Health System Development Strategy.
Key agreements signed include:

€31 million for long-term projects with Enabel, covering hospital modernization, rehabilitation, telemedicine, and training for medical teams.

€30 million concessional loan from the Italian government for the construction of a regional children's hospital in Odesa.

€11.5 million for a new joint project involving the EU, Enabel, and WHO in collaboration with the Ministry of Health, aimed at supporting the transformation of the healthcare system.

€620,000 memorandum between the Lviv City Council and the Lithuanian government to create a mental rehabilitation space for veterans in Bryukhovychi.
New MOH Agreements: Investments in Medical Infrastructure
In addition to the above agreements, several other significant documents were signed.
These include memorandums with Expertise France and Enabel regarding the restoration of medical infrastructure and training of skilled personnel.
A joint statement was also signed with the Council of Europe Development Bank to support the National Center for Motherhood and Childhood of Ukraine.
An investment agreement was reached concerning the localization of pharmaceutical and biotechnological production in Ukraine.
Additionally, a memorandum was signed with Ellipse Projects SAS for collaboration on the reconstruction and modernization of medical infrastructure.
