New Regulations for Starlink Terminals Introduced in Ukraine
The Cabinet of Ministers of Ukraine has approved a new regulation regarding the implementation of a "whitelist" for Starlink satellite terminals. From now on, only authorized devices will operate in Ukraine, while others will be disconnected. This was announced by Defense Minister Mykhailo Fedorov.
"This initiative is a response to the misuse of Starlink terminals by Russians. Drones using this technology are difficult to intercept, as they fly at low altitudes, are resistant to electronic warfare, and can be operated in real-time over long distances," the minister stated.
He emphasized that the only effective countermeasure is the establishment of a "whitelist" and mandatory registration of all terminals. This decision was made possible through collaboration with SpaceX.
"The registration process for Ukrainian users will be as simple as possible. A single visit to the nearest administrative service center is all that is required, free of charge and without unnecessary bureaucracy. There will also be a straightforward and convenient verification process for Starlink terminals for businesses via the Diia online portal," the minister added.
Military personnel do not need to visit the administrative service center. For the Armed Forces, a separate secure channel through DELTA is already in place.
"You do not need to register your terminals with the military unit or share account login information. Simply include your terminal on the "whitelist" to prevent it from being blocked," the minister emphasized.
Detailed instructions for terminal registration are promised to be provided soon.
Recently, Mykhailo Fedorov stated that Starlink terminals in Ukraine must undergo additional authorization for continued operation. Earlier, Elon Musk announced that SpaceX had taken measures against the unauthorized use of terminals by Russians. The Ministry of Defense of Ukraine reached out to the company regarding issues related to the use of Starlink on Russian drones.
