Digital Solutions for Urban Management in Ukraine

The MISTO application, launched in Odesa, has emerged as one of the leaders among 11 regional centers in Ukraine, where crucial city services are consolidated into a single application.
This conclusion is supported by a new study from the «Transparent Cities» program, which in 2025 evaluates the readiness of Ukrainian municipalities for integration with the European Union, focusing on the development and convenience of electronic services.

The study illustrates how this approach is implemented in practice.

It is noted that as of December 2025, a direct link to the city application is available on the homepage of the Odesa City Council's official website, forming a part of the official digital communication with residents. This integration provides faster and clearer access to city services.

Today, Ukrainian cities already possess a substantial digital foundation. Online platforms, mobile applications, and interactive services have become part of the urban infrastructure. At the same time, a key factor for further development is not just the number of digital solutions but the ease of access and user-friendliness for residents.

European practices in digital governance emphasize the importance of not only creating electronic services but also establishing straightforward access to them in one place. The «single point of entry» principle allows cities to transition from isolated digital solutions to cohesive service ecosystems focused on residents' needs.

The MISTO platform supports the realization of this approach, helping cities systematically integrate digital services and create a clear and convenient user experience tailored to the community's daily needs.
