Recovery Efforts After Flooding in Odesa

In Odesa, recovery operations are underway following severe flooding that occurred on Rybalska Balka Street. This street suffered significant damage due to an unusual rainstorm on September 30. Rapid water flows eroded the soil and caused extensive destruction of the road infrastructure.

Local residents report that such flooding levels have not been witnessed for decades. The situation has been complicated by prior construction activities that destabilized the hillside, posing a risk of the sanatorium's fence collapsing.

According to the first deputy mayor, Oleksandr Filatov, a number of legal violations related to land ownership transfers were discovered during the recovery process.

This concerns two state acts issued in 2008 and 2009 that improperly granted ownership rights to land that belongs to the community.

The city authorities have initiated a review of all ownership documents associated with the constructions along the balka. Concurrently, legal actions are being prepared to challenge actions that violate the law regarding the privatization of communal land.

Currently, municipal services are busy clearing the area of mud and debris.

Temporary solutions for water drainage are being implemented, and a new collector section is being designed to ensure proper functioning of Rybalska Balka Street in the future.
