Mayor's Address to Odesa Residents Following the Storm

Dear residents of Odesa!

Here is the latest information as of 12:00 PM on October 3, 2025.

According to official reports, the storm has claimed the lives of 9 individuals in our city, including one child. Additionally, 3 people sustained injuries.

I have authorized financial assistance for the families of the deceased — 100,000 hryvnias each. Regarding the two other deceased individuals, an investigation is ongoing to determine the circumstances of their deaths, which preliminary information suggests may not be related to the storm.

A total of 868 buildings were damaged, including:

  • 286 — private homes,
  • 582 — apartment buildings, affecting 723 apartments.

Currently, 701 buildings have been inspected, accounting for 75% of the total. Water removal is still needed for 30 buildings, 14 of which are private homes. There is a need to replace 70 gas boilers of various models. Preliminary estimates put the total cost for necessary expenses at over 130 million hryvnias. Our staff are already on-site.

Homeowners of affected properties can reach out to their local administration for assistance in processing documents for financial aid from the city budget:

  • for apartments — up to 87,500 hryvnias,
  • for private homes — up to 190,000 hryvnias.

We are appealing to central authorities for increased support.

220 homes are still without electricity, of which 203 are apartments. The transport system is mainly operating as usual, except for tram number 20, which is not running due to damaged tracks. Trams number 1 and 7 are running on modified routes.

Educational institutions continue to operate normally, except for 8 schools that have switched to remote learning and two kindergartens.

Medical facilities are also functioning as normal.

160 resilience points have been opened, with a total of 270 visits recorded.

Utility services are continuing to address the aftermath of the storm: clearing branches, restoring roads, and drying basements. This morning, 78 pieces of equipment and over 800 personnel are on duty. In the Kyiv district, over 230 cubic meters of household and construction waste have been removed.

Work will continue without interruption or weekends. Preliminary assessments indicate that we will need another two weeks, primarily to address the aftermath in the private sector.
