New Investments for Ukraine's Reconstruction

During the URC2025 conference, the Ministry of Community and Territorial Development of Ukraine signed agreements amounting to €3.55 billion to support the country’s reconstruction.

According to the ministry's press service, the government received assurances from international partners about their readiness to invest in Ukraine's recovery projects. Deputy Prime Minister Oleksii Kuleba emphasized the significance of establishing a "Reconstruction Coalition" and signing numerous agreements.

Specifically, the ministry signed:

  • 5 agreements totaling over €370 million;
  • 6 memoranda amounting to approximately €379.3 million;
  • 4 joint statements, alongside an announcement of grant funding totaling €232.7 million.

Additionally, a memorandum was signed with the Italian Foreign Ministry regarding 100% insurance for banks on export loans up to €1.5 billion.

These agreements will enable the implementation of projects with mixed financing, including concessional loans and grants.

During the conference, 10 agreements were also concluded between the EU and development banks for a total of €929.3 million to finance the reconstruction of infrastructure.

Moreover, the ministry initiated the allocation of €140 million for compensation to internally displaced persons and preferential mortgage loans for veterans.

Reminder:

Ukraine and the European Investment Bank signed a financial agreement for €134 million for the restoration of transport infrastructure.
