Healthcare Improvements in Odesa: New Opportunities
On February 26, 2025, an important meeting took place at the Odesa City Hall, involving leaders from the Department of Health, the Southern Interregional Department of the National Health Service of Ukraine (NHSU), and representatives from local medical institutions.
Denis Chornyi, head of the Southern Interregional Department of NHSU, highlighted that Odesa and the Odesa region are leaders in Ukraine regarding the number of proposals submitted and contracts signed under the medical guarantees program.
The meeting addressed current funding for the medical guarantees program, analyzed new service packages, and discussed changes in funding. This year, the basic tariff for primary healthcare services increased from UAH 786.65 to UAH 844.4. Additionally, the work with declared patients who have not sought medical help for three years was discussed, along with an analysis across medical institutions.
New working algorithms and funding mechanisms for expert teams assessing the daily functioning of individuals replacing MSEC were also reviewed. Special attention was given to mental health services at both inpatient and outpatient levels, as well as community services. New directions for providing expanded medical assistance to veterans and the expansion of the Government's drug reimbursement program, “Affordable Medicines,” were presented.
“For three years, Ukraine has been enduring difficult times due to the war, and throughout this period, funding from NHSU for medical services under the medical guarantees program has been uninterrupted and timely. This has allowed the city’s healthcare system to function stably and provide patients with guaranteed volumes of quality medical care while continuing the development and modernization of medical facilities. We thank NHSU for reliable partnership,” said Levon Nikoghosyan, director of the city’s Department of Health.
