Updates on the Medication Reimbursement Program
The Ministry of Health of Ukraine has approved an updated list of medications and medical devices eligible for reimbursement—available at pharmacies either free of charge or with a partial payment via electronic prescription under the Medical Guarantees Program. This update to the "Affordable Medicines" program is one of the steps outlined in the Government's action plan.
The order "On Approval of the Lists of Medications and Medical Devices Eligible for Reimbursement under the State Medical Service Guarantees Program as of August 28, 2025" will come into effect on September 30.
The "Affordable Medicines" program has added 85 new drugs. The main groups include:
- Medications for pregnant women and new mothers—3;
- Thyroid disease medications—6;
- Glaucoma treatments—8;
- Pediatric medications—5;
- Other chronic diseases—61 medications for cardiovascular, respiratory, metabolic, psychiatric, and neurological disorders.
The updated list now includes medications such as indapamide, latanoprost, levothyroxine, methyldopa, timolol, torasemide, and folic acid.
Thus, the reimbursement program now contains 705 items! The expanded list includes:
- 595 medications
- 38 types of insulin
- 30 combined medications
- 42 glucose test strips
The "Affordable Medicines" reimbursement program now covers areas such as cardiovascular and cerebrovascular diseases, both types of diabetes—including insulins, chronic lower respiratory diseases, mental health disorders, epilepsy, Parkinson's disease, medications for post-transplant patients, pain management, palliative care, endocrine system disorders, metabolic, autoimmune, and inflammatory diseases, glaucoma, migraines, children's illnesses, treatments for pregnant women and new mothers, as well as medical devices for measuring blood sugar levels in type I diabetic patients.
How to use the reimbursement program?
- Consult a doctor to obtain an electronic prescription.
- Visit a pharmacy marked with "Here are Affordable Medicines".
- Receive medications free of charge or with a partial payment according to the e-prescription.
Remember, starting July 1, 2025, the "Affordable Medicines" program should be operational in every pharmacy across Ukraine.
What to do if a pharmacy refuses you?
If the pharmacy does not have a contract with the National Health Service of Ukraine (NHSU), report it to the Ministry of Health's hotline at 0800 505 201. Your complaint will be forwarded to the State Drug Service for further investigation. If the pharmacy has a contract but denies dispensing Affordable Medicines against the e-prescription, inform the NHSU (contact center: 16-77). Also, note that according to the Reimbursement Order, the sale of medications and medical devices included in the program, as well as those purchased before the new lists are approved, is allowed at previous prices for 30 calendar days from the start of their validity.
