Revitalizing Cultural Heritage Protection During Conflict
On November 27-28, an International Conference titled «Cultural Heritage Protection in Ukraine During War: Challenges and Solutions» took place in Kyiv.
During the opening, Deputy Minister of Culture Anastasia Bondar emphasized the necessity of updating international mechanisms for heritage protection amid warfare. She pointed out that Ukrainian specialists are facing new threats, including unseen structural damages and cumulative deformations.
«Today, Ukraine is experiencing a war that requires new strategies for protecting cultural heritage,» she stated.
The Deputy Minister called upon the international community to engage in discussions about new approaches to heritage protection:
«Is it not time to initiate a Third Protocol to the Hague Convention based on Ukraine's experience? How can we enhance international protection mechanisms in light of modern challenges? I hope forums like today will mark the beginning of significant changes in this area.»
One of the focal points of the conference is the Kyiv-Pechersk Lavra, a unique complex serving as a monastery, museum, and architectural ensemble in the heart of Kyiv.
Svitlana Kotliarevska, acting director of the reserve, noted that Ukraine is poised to not only protect its heritage but also to set new international standards for its conservation.
«We are aiming to create a new international model of heritage protection and integrate Ukraine into global cultural initiatives,» she said.
The conference also addressed challenges faced by other UNESCO World Heritage sites:
- St. George’s Cathedral;
- historic center of Lviv;
- historic center of Odesa (recognized as a site under threat in 2023);
- Metropolitan Residence in Chernivtsi.
Experts discussed the current state of these sites, the extent of damage, and risks to personnel.
Separate sessions will focus on documenting destruction, digitally recording the status of monuments, and new management approaches in hazardous conditions. Participants will also explore international support provided by Ukraine in collaboration with UNESCO and ICCROM.
The conference outcomes will produce recommendations for Ukrainian institutions and international organizations, which will serve as the foundation for future programs and initiatives.
