Odessa's Credit Rating Assessment: New Opportunities
For over a decade, the Finance Department of the Odessa City Council has been collaborating with rating agencies, recognizing the significance of qualified credit rating assessments for the city.
On May 14, 2025, the independent rating agency «Credit-Rating» confirmed Odessa's long-term credit rating at uaAA-, maintaining a «stable» outlook.
This rating is based on the analysis of economic and financial indicators for 2024 and projected figures for 2025, as well as demographic data, labor market conditions, and information regarding the city’s debts.
Supporting factors for the credit rating:
• high budget provision: the income per capita for the city budget in 2024 was 105.4% of the average local budget indicators;
• steady growth in budget revenues (excluding transfers) from 2014 to 2024, alongside high liquidity;
• diversification of the city's economic sectors and low tax revenue concentration;
• moderate consolidated debt burden and effective management policy regarding local debt.
Limiting factors for the credit rating:
• negative effects of Russian military aggression on the financial market and the national economy;
• high demand for additional funding, particularly for the restoration of municipal infrastructure and housing services.
